Several fences down for many weeks, laying on sidewalk, south side of NE 12th street between Sequoyah and Lincoln Ave.

Trash in front yard for weeks.

Roaring sound for a few minutes many times day and night. It's getting more frequent and annoying. Any ideas on what it is and how to stop it?
