If the parking enforcement said these cars should not be ticketed, apparently there is some reason for it. Legitimate or not, I would not expect anyone to explain it further. Perhaps if one went into HoneyDew Donuts, for example, and asked if their employees, who probably park along the common, have permits, it might be enlightening.

You are wrong Peter C! The municipal lots call for permit parking over 2 hours. If you di not have a permit, i don't care who you are or who you know, you should be tickered!

I'm sorry you misunderstood me. I understand the rules for the municipal lots, and I'm not trying to make excuses for anyone. But it seems that the rules are being ignored intentionally by the authorities, and there has to be a reason why that is, and we are unlikely to have an explanation for it, since it does break the rules. A "reason" does nor make it legitimate; it merely explains why the parking rules are not being enforced.
