A sign needs to be posted at Kinder Care's exit (just north of 12th St, on Eastern) that the vehicles leaving 16th Street (a neighborhood) to turn onto Eastern Ave have the right-of-way regardless of whether or not they think it is "their turn". It's like playing chicken with people that don't understand the difference between a road and a parking lot.
